CLSU SMART U: MAKING DIGITALIZATION FOR SMARTER SERVICES AND DECISIONS POSSIBLE
Educational reforms and advances to go with the demands of the time have necessitated the paradigm shift in the education sector. In response, Philippine higher education institutions have migrated to various innovative learning modalities that maintain flexible teaching and learning options. The need for State Universities and Colleges to develop their ICT infrastructure and capabilities toward a smart campus that will help them achieve their educational needs has been more pronounced with the coming of the COVD-19 pandemic.
In Central Luzon State University, this gave birth to CLSU SMART U - Digitalization for Smarter Services and Decisions with three components: DormNET, CODES, and myCLSU, a proposal submitted to the Commission on Higher Education (CHED). This proposal was approved in the first quarter of 2022, and a 25M fund was allocated to carry out the project.

DormNET will integrate student dormitories with the existing campus network to maximize students’ access to LMS and other remote services within the university. A network infrastructure accessible from students’ residential units and other common areas will provide a much-needed boost in implementing online learning systems and other digital student services. DORMnet will connect 22 dorms and at least 3 student recreational spaces to the university’s local network.
CODES (CLSU Online, Distance and eLearning System) will focus on the in-house development of a Learning Management System tailored-fit for CLSU as an integrated online platform for distance and transnational academic programs of the university. CODES will significantly improve CLSU’s flexible learning implementation by providing every participant in the teaching-learning matrix a more flexible and organized online platform that can be customized depending on specific discipline’s learning design. It also aims to develop and establish a functional, secured and reliable online LMS suitable for CLSU needs and preferences.
Lastly, a centralized web-based student service for information and communication called myCLSU will provide a single access point for the students and faculty to all their necessary transactions and seamlessly integrate the university’s services remotely. Inspired by communication and information management challenges during the lockdowns, and skeletal workforce scheme, myCLSU aims to deploy a 24/7 web-based centralized access point for student-centered communications and information management. It is basically every student’s dedicated digital space wherein one can transact with his academic and non-academic concerns seamlessly from anywhere and anytime.
These components are currently being implemented, as of May 2022, DormNET is in the implementation phase of structured cabling on designated dorms and student centers. While CODES and myCLSU are in the development phase wherein the programmers are writing the code. The project envisions that the students from the dorm and other recreational areas can connect to the network and access their classes safely and more reliably even without internet access because they can directly access the physical servers inside the campus. It will also provide students a centralized access point to all the support services the University offers.
This intervention will reduce paper based and face to face transactions and will be an essential part of the flexible learning systems. The project is expected to be completed by early quarter of 2023 since this is only a one year project.
